GERARD P. PANARO has been Of Counsel to Howe & Hutton, Ltd. in its Washington, D.C. office since 2001. He has 46 years of experience in the practice of employment law and representation of nonprofit organizations all over the country, some with operations in foreign countries. He is a member of the District of Columbia (1977) and Maryland Bars (1978) and is admitted to practice law in the courts of DC and Maryland. Jerry advises tax-exempt organizations and small businesses and negotiates on their behalf on matters related to employment, corporate and tax matters, antitrust and administrative law. He is the author of Employment Law Manual (1998) and several newsletters and has published many articles, primarily on employment law issues. He also does writing, training and seminars on employment law matters for clients and has done webinars for BankersonLine.com. He has been an Ombudsman with the District of Columbia Committee of Employers in Support of the Guard and Reserve (ESGR) since 2005. As such, he advises both employers and service-member/employees on their rights and responsibilities under USERRA (Uniformed Services Employment and Re-employment Rights) and gives briefings on the statute. Jerry graduated from Georgetown University Law Center in 1977, where he was on the Dean's List, earned a Ph.D. from Boston College with highest distinction in 1975, and graduated magna cum laude from the University of Scranton in 1971.
